The Directorate General
of Supplies & Disposals (DGS&D) e-Procurement Project
is the flagship e-Governance initiative of the Ministry of Commerce
and Industry, Govt. of India in association with the World Bank.
This project has emerged as the best alternative to provide
fair procurement practices in government departments. E-Procurement
would greatly benefit the government entities by simplifying
and speeding up the tender evaluation process with increased
transparency and wider competition. This would also enhance
the image of the organization in particular and government functioning
in general. |

What is DGS&D CERT? |
|
|

|
|
DGS&D CERT is a Digital
Signature Certificate that is equivalent to a digital identity,
which helps to uniquely identify you to the DGS&D portal
on the Internet. A Digital Signature is to an electronic form
what a handwritten signature is to a paper form.
For security reason your DGS&DCERT should be stored on
a hardware device such as a cryptographic USB token. You simply
need to plug the token into the USB port of your computer
and perform your signing operation. |

- All operations to be performed online in web based electronic
mode to facilitate interaction with Manufacturers, Suppliers,
Indenters and other Users.
- DGS&D site contains tender notices, tender enquiries,
documents, terms and conditions, rate contracts, policies
and procedures, circulars, forms – freely downloadable.
- Electronic tendering of bids and offers.
- Placement of supply orders.
- Application and issue of registration certificates.
- Inspection call and generation of inspection notes.
- Payment to suppliers.
- Monitoring and generation of reports.

One of the pre-requisites
of a user is Digital Signature Certificate (DSC), obtained from
a licensed Certifying Authority (CA) like SafeScrypt. A DSC
is required to digitally sign electronic forms. Certifying Authorities
in India are licensed under the Indian Information Technology
Act (IT Act 2000) to issue DSCs. A Digital Signature affixed
via a DSC is recognized by the Indian IT Act which is equivalent
to a physical signature. |
